The University is administered by deliberative and executive bodies, at two levels: senior management and academic units. The University's Senior Management has the Rector's Office as its executive body, which is responsible for administering and coordinating the University's activities. To this end, it has the Pro-Rector's Offices of Administration and Finance, Undergraduate and Continuing Education, Research and Graduate Studies, Extension and Community Affairs, as well as the Advisory Offices for Communication and Marketing, International Cooperation, Planning and Evaluation, in addition to the Legal Department and special advisors.
The Rectorate is the executive body that oversees and coordinates the University's activities.
It is exercised by the rector, appointed with the vice-rector by the chancellor, archbishop of Porto Alegre, from a list of three candidates presented by the Maintainer, for a four-year term, with the possibility of reappointment for a new term.

Special Advisors are employees directly linked to the Rector's Office and their holders perform specific activities in programs and projects, meeting permanent or emerging needs of the Senior Administration, both internally and externally. The holders work permanently and are part of the Rector's Advisory Board.
The Legal Department (Projur) is a department of the Rectorate of the Pontifical Catholic University of Rio Grande do Sul (PUCRS), as provided for in Article 35, Section II of the University Statute, and its duties are defined in Article 19 of the General Regulations. It provides legal advice and consultancy to the Rectorate and represents PUCRS, the São Lucas University Hospital (HSL), the Rio Grande do Sul Brain Institute (InsCer), the Champagnat Professional School and the Brazilian Union of Education and Assistance (Ubea), the supporting entity, a civil entity of the Marist Network, a philanthropic and non-profit institution, in administrative and judicial proceedings.

The Office of the Vice-President for Administration and Finance (Proaf) is the body that oversees and coordinates the University's services. It oversees the administration of finances, assets and human resources. Its responsibilities include preparing the annual budget and monitoring its implementation, promoting the improvement of the administrative and technical staff, evaluating budgetary forecasts for courses, agreements and other services, supervising and coordinating the bodies responsible for the implementation, renovation, maintenance and use of the University's infrastructure, as well as the area of information technology and telecommunications.
The Office of the Vice-President for Undergraduate and Continuing Education (Prograd) coordinates and supervises PUCRS outreach activities, teaching in undergraduate and continuing education courses, with regard to teaching and student activities, and curricula. Prograd's objectives are: to promote and encourage the improvement and enhancement of teaching and learning processes; to prioritize good service to faculty and students, with a view to integrating the academic community; to promote ongoing educational and pedagogical updating of faculty members; to analyze and evaluate undergraduate curriculum proposals; to provide systematic updating of the infrastructure supporting undergraduate courses; to propose and monitor strategies for evaluating academic processes and training qualified professionals for teaching, research, outreach, and scientific and technological development. To perform these multiple tasks, Prograd monitors the academic life of students who enter PUCRS from the entrance exam to graduation. For professional qualification, Prograd uses its Higher Education Innovation Program, ensuring constant qualification of the University's teaching and student body, which can be proven by systematic assessments and the results of Enade and Capes.
The Office of the Vice President for Research and Graduate Studies (Propesq) works on the formulation and management of policy for the areas of Research and Postgraduate Studies, taking as references the Marist mission, principles and values and as a challenge a vision of the future, in the face of constant social changes and the incessant improvement of teaching through research.
In Research, Propesq is organized according to eight major thematic axes: Biology and Health; Culture and Education; Energy and Natural Resources; Humanity and Ethics; Environment and Biodiversity; Materials, Processes and Devices; Society and Development; Information and Communication Technology. These thematic axes are guided by interdisciplinary studies and cross-cutting areas, with the objective of investigating and seeking solutions to the complex problems of our society. Scientific and technological research, developed with dedication, quality and excellence, gives the University recognition and visibility as a high-level institution with national and international standards.
In the Graduate Program, Propesq develops planning, coordination, monitoring and evaluation actions for the 22 Stricto Sensu Graduate Programs, 22 of which are Master's and 22 Doctorate courses. The Stricto Sensu Programs are characterized by their commitment to training professionals and their insertion in the job market, and by their relevance, consistency and academic excellence, demonstrated in the evaluation and recommendation of all courses offered by PUCRS by the Coordination for the Improvement of Higher Education Personnel (Capes).
Propesq, focusing on the integrity of research developed at the University, has the Research Integrity Office, responsible for coordinating the actions of two ethics committees: the Research Ethics Committee (CEP) and the Ethics Committee on the Use of Animals (Ceua).

The Office of the Vice-Rector for Health is a management structure created to coordinate and promote synergy among PUCRS' healthcare projects. The following institutions are linked to the Office of the Vice-Rector: Hospital São Lucas, Instituto do Cérebro, Instituto de Geriatrics e Gerontologia, Centro Clínico and Centro de Pesquisa Clínica do HSL.
The Office of Innovation and Development (SID), linked to the University's Rectorate, aims to increase PUCRS's leading role in the field of innovation and in the development of Porto Alegre and the State of Rio Grande do Sul. In this context, the PUCRS Science and Technology Park (Tecnopuc) and the INOVAPUCRS Network are expressions of the University's innovation ecosystem.
Tecnopuc encourages research and innovation through collaboration between academia, research centers, companies and the government. The Park currently houses more than 300 organizations, including around 140 startups, in the following areas: Creative Industry, Information and Communication Technology, Life Sciences, Health, Energy and Environment. Together, Tecnopuc organizations provide around 6.000 jobs.
The INOVAPUCRS Network promotes interaction and relationships between PUCRS Schools and Business Units with the aim of fostering connections between scientific production and the market. Through these connections, knowledge and innovations generated in academia can be transformed into business, in the same way that demands from society can generate research and development projects.

Strategic Planning 2023-2027The Sustainability Report (previously Social Report) PUCRS, HSL and InsCer is a document that presents the main initiatives developed within the scope of the three institutions together with their relationship audiences.
This publication, available here in digital format, reports on the activities developed in the previous year. It presents the actions of PUCRS, Hospital São Lucas (HSL) and the Brain Institute of Rio Grande do Sul (InsCer), aimed at benefiting students, teachers, administrative staff and society, through teaching, research and numerous activities in the field of extension, as well as initiatives aimed at health and environmental preservation.
Maintained by the Brazilian Union of Education and Assistance (Ubea), a philanthropic and non-profit institution that makes up the Marist Network, PUCRS, HSL and InsCer are Catholic-inspired entities and base their activities on the Marist educational tradition, with Marcellin Champagnat as the great reference in education and solidarity.
The document was first published in 2003, as PUCRS Social Report. It remained under this title until the 2011 edition, when it was renamed PUCRS and Hospital São Lucas Social Report.
